The responsibility of providing important services such as health, education, social services, and housing falls on the autonomous communities. Over the past four decades, there has been significant constitutional development that has shifted from a centralist state to a federal model. Regional governments now have 24% of the income compared to 26% in the United States and 40% in Germany.
