Ceta Free Trade Treaty: French Government Stalls Ratification Amidst Controversy and Political Tensions

Franck Riester announces that there will be no vote in the National Assembly before the European elections on Ceta.

In 2017, the provisional application of the Ceta free trade treaty between the EU and Canada began. The ratification process was put on hold when Minister Delegate for Foreign Trade Franck Riester announced that it would not be transmitted to the National Assembly until after the European elections. This decision came after the Senate rejected the ratification of the treaty on March 21, causing embarrassment for the executive in the lead-up to the elections.

After the Senate’s rejection, communist deputies planned to include the text in their parliamentary time in the Assembly, scheduled for May 30. However, it appeared that the government was delaying transmission of bill. Minister Riester stated that bill would be transmitted at appropriate time but not before European elections to allow peaceful debate. He emphasized that government did not want certain opposition groups to exploit debate for electoral gain.

Riester believes that Senate’s alliance between communist group and some LR senators was politically motivated and harmful to French businesses, farmers, and exporters. He defended Ceta agreement highlighting its benefits for France and distinguished it from unfavorable trade agreements. If rejection by National Assembly, government faces complex decision between notifying Brussels of non-ratification or risking backlash from opposition parties.
