Finland’s emissions trading system sees slight reduction in 2023, but major emitters remain persistent

The Raahen plant of SSAB ranks as the top emitter in Finland once more

In 2023, the emissions trading system saw a decrease of 15.4 million tons of carbon dioxide compared to the previous year, with a total of 19.0 million tons generated from participating plants. Despite this overall reduction, SSAB’s Raahen steel plant remained the largest emitter among Finnish facilities in the system, generating 3.7 million tons of carbon dioxide last year, up from 3.6 million in the previous year.

Neste’s Porvoon oil refinery and Helen’s Salmisaaren coal-fired power plant also continued to be among the top three emitters, with emissions of 2.5 million and 0.7 million tons of carbon dioxide respectively.

SSAB has set a goal to transition its steel production in Raahe and Luleå, Sweden to be largely fossil-free by 2040. The investment in Lulea is expected to be around 4.5 million euros and will significantly reduce emissions in Sweden. However, this decision has been met with disappointment from Finland economically as it may mean that emissions from the Raahen factory will not decrease significantly in the near future.

Neste plans to stop oil refining at the Porvoon refinery by the mid-2030s and focus on producing low-carbon fuels and circular economy products. Helen’s Salmisaaren plant had its coal phase-out schedule extended due to supply concerns caused by an energy crisis.

According to the Energy Agency, natural gas consumption increased while peat and coal consumption decreased last year, while renewable fuel consumption remained stable from the previous year. Weather-related fluctuations in energy demand and production influence emission trends. Total energy consumption remained constant, with increased nuclear power production and decreased net electricity imports.
