Senate approves direct election of prime minister

The Constitutional Affairs Commission of the Senate has approved the government’s amendment that modifies article 92 of the Constitution and introduces direct election of the President of the Council of Ministers. This change aims to increase transparency and accountability in the political system by allowing for direct suffrage for the Prime Minister.

The government, as per the approved text, is made up of the Prime Minister and ministers who together constitute the Council of Ministers. The Prime Minister is elected by universal and direct suffrage for five years, with no more than two consecutive legislatures raised to three if in previous ones he held office for less than seven years and six months. Elections for Chambers and Prime Minister take place at the same time, with a national prize assigned to guarantee a majority of seats in each Chamber for lists linked to the Prime Minister in compliance with representativeness.

The law then provides that the Prime Minister is elected in their Chamber and that it is conferred on them by the President of Republic to form their Government. The President appoints and revokes ministers on behalf of the Prime Minister, streamlining government formation process. Overall, this amendment represents a step towards a more representative and responsive government structure.
