Biden Enacts Legislation Providing Funding for Mental Health and Substance Use Disorders

On March 23, President Biden signed the Further Consolidated Appropriations Act, 2024 into law. The Act includes the Labor, Health and Human Services, Education, and Related Agencies Appropriations Act, 2024. Notable allocations for mental health and substance use in FY 2024 include specific funding amounts for various programs. These include $385 million for Certified Community Behavioral Health Clinics, $986,532,000 for the Mental Health Block Grant, $153 million for the Behavioral Health Workforce Education and Training Program, $1,575,000,000 for State Opioid Response Grants, and $1,928,879,000 for Substance Use Prevention, Treatment, and Recovery Services Block Grants.

In addition to these specific allocations for mental health and substance use programs in FY 2024 are key provisions that increase funding levels for several important initiatives. These include an $18 million increase in funding for the 988 Suicide & Crisis Lifeline program to improve access to crisis care services across the country. There is also a $1 million increase in funding for the Primary and Behavioral Health Care Integration grant technical assistance program to help healthcare providers integrate mental health services into primary care settings more effectively.
