Lawmaker opposition jeopardizes KU Health-Liberty Hospital deal

Kansas City-based Liberty Hospital and the University of Kansas Health System are currently at odds over a proposed merger. State Sen. J.R. Claeys of Missouri has introduced legislation that would require the University of Kansas Health System to obtain approval from the state legislature before making any investments outside its borders. Meanwhile, Missouri state Sen. Greg Razer is sponsoring legislation that would restrict collaboration between Missouri hospitals and out-of-state health systems associated with institutions of higher education, including the University of Kansas Health System.

The bill proposed in Missouri by Sen. Razer specifically requires a supermajority of voters to approve any partnerships between Missouri hospitals and out-of-state health systems associated with institutions of higher education. Mr. Dennis Carter, president of the Liberty Hospital board, is advocating for lawmakers to refrain from impeding the planned merger, citing concerns that interference could result in the hospital being acquired by a chain and ultimately leading to the closure of its labor and delivery center and level 2 trauma center.

During a Missouri Senate committee meeting, Mr. Carter spoke about the risks of Liberty Hospital becoming part of a for-profit system rather than remaining community-oriented as it was originally intended. By October, Liberty Hospital leaders had identified a potential partner in the University of Kansas Health System, but opposition from lawmakers in both states has stalled progress towards a merger agreement.

As lawmakers weigh their options on how to proceed with this issue, concerns about patient care and access to healthcare services have been raised by supporters of both hospitals involved in this proposed merger agreement.

It remains to be seen what direction this will take as legislators continue their discussions on this controversial matter. The fate of Liberty Hospital’s future is uncertain as they navigate through these complex political waters surrounding healthcare consolidation in America’s heartland region.
