Ukraine’s Crackdown on Military-Age Men Abroad: What You Need to Know

Ukraine has recently increased pressure on military-age citizens living abroad to return to the country. The Foreign Ministry of Ukraine has temporarily suspended the acceptance of new applications for consular services for Ukrainian men aged 18 to 60 residing outside the country. Only identity cards will be issued to those returning, and the ministry is currently working on developing a mechanism to update and verify their military status. Once this mechanism is complete, further information will be provided, and legitimate military status holders will once again have access to consular services.

The Foreign Ministry did not specify how it plans to handle individuals who are illegally staying abroad. In recent years, foreign Minister Dmytro Kuleba has ordered measures to restore the balance between men of military age in Ukraine and those abroad. Kiev recently tightened its rules for soldier mobilization, with harsher punishments for conscientious objectors and delayed release for those completing their military service. After over two years of war, Ukraine continues to struggle with recruiting new soldiers to its army, falling behind Russian aggressors.
