New Training and Licensing Charges in France: Controversy and Savings

Publication of the Decree Establishing a 100 Euro Liability from May 2: CPF

A decree has been established that sets a fixed charge of 100 euros for any person embarking on training via their Personal Training Account (CPF). This decree was published in the Official Journal on April 30, with implementation beginning on May 2. Despite some controversy surrounding the idea, the decision was made after a consultation between the government and social partners in mid-April.

Starting from Thursday, each employee will be required to pay 100 euros to benefit from the amounts paid by their employer to their CPF for training courses. However, exemptions are available if an employer agrees to contribute to the training costs, either through an individual agreement, company agreement, or sector agreement. Additionally, exemptions are also available for those embarking on “retraining actions” and using their CPF points for this purpose. It’s important to note that job seekers are not affected by this new charge.

The fixed price of 100 euros will be reviewed each year based on the evolution of the annual average of consumer prices excluding tobacco. This measure is expected to save over 200 million euros this year.

In addition to this decree, a restriction on access to car and motorcycle licenses via the CPF has been put in place. Following the decision to open financing by the CPF to all types of licenses starting in 2024, the government has decided to limit access conditions. It will no longer be possible to finance a motorcycle license with the CPF if you already have a car license, or vice versa. This measure was put in place to prevent excessive costs, estimated between 274 million and 337 million euros annually.
