Putin Seeks Dialogue with West on Security, but Insists on Equal Terms

In response to Western “threats” and “provocations,” Putin ordered the Russian Armed Forces to conduct maneuvers with tactical nuclear weapons in the Southern Military District, which includes Ukrainian territories annexed by Moscow. He also summoned the ambassadors of France and the UK to address statements regarding the possible deployment of NATO troops in Ukraine and the right of Kiev to target Russian territories with Western weapons.
